William R. Parrish

William R. Parrish is a State Certified General Real Estate Appraiser, real estate developer, consultant and real estate broker. He provides a range of services including real estate appraisal, the packaging of loans, advising clients about the procedures to obtaining financing, valuing mortgages, leases and contracts. His firm also specializes in the locating and sales or leasing of commercial space.

For the past 25 years, he was involved in real estate in some form, either: sales, development, building, financing or appraisal. His latest employment was as President of Parrish & Associates, Inc. dealing with both real estate appraisal and brokerage, primarily in the Middle Tennessee market. During the past ten years, he was active in the development of residential subdivisions as well as Long Term care Facilities. Consulting services have been in providing feasibility studies in the healthcare industry as well as reimbursement analysis for Medicare and Medicaid programs. Mr. Parrish earned a Masters Degree in Valuation Science from Lindenwood University in June, 1991. Thesis for this degree was on the Valuation of Long Term Care Facilities. Subsequently, he has performed appraisal assignments of long term care facilities in the states of Kentucky, Alabama and Tennessee. During the years following state certification, January of 1992, he has performed an array of appraisal assignments. Condemnation has become an area of proficiency, both assignments for Condemning Authorities as well as property owners. The Condemning Authorities, for which, Mr. Parrish has been engaged include the Metropolitan Government of Nashville/Davidson County, Williamson County, the City of Lebanon, the City of Mount Juliet, the City of Goodlettsville and the West Wilson Utility District.

Mr. Parrish has been accepted as an expert in Federal Courts and many State Courts of various levels including the following: The United States Federal Court for the Middle District of Tennessee, The United States Bankruptcy Court for the Middle District of Tennessee, The United States Bankruptcy Court for the Eastern District of Tennessee, The Chancery Court for the State of Tennessee, The Circuit Courts of Davidson County, The General Sessions Court of Davidson County, The Circuit Court of Putnam County, The Circuit Court of Robertson County, The Circuit Court of Sumner County, The Circuit Court of Williamson County, and The Circuit Court of Wilson County.

The Health Care Facilities have been a source of numerous assignments, in addition to Long Term Care Facilities, he has appraised Ambulatory Surgical Centers, Mobil MRI units, Assisted Living Units and Hospitals. Hospital assignments have not only been valuations, but include departmental studies, asset allocation, cost survey and studies relating to economic and functional obsolescence. Concurrently with the appraisal work, 1992 to the present, he has been a Registered Agent with the Tennessee State Board of Equalization for property tax reduction and has represented numerous clients' property tax matters, both at the state level and the county level.

Long an advocate of Land Conservancy, Mr. Parrish has applied his appraisal skills to technical valuations for charitable contributions in accordance with the United States Treasury Code S 2031 (c) and SS 170 (h) (4). Former Nashville Mayor Phil Bredesen founded the Land Trust of Tennessee. Approximately 1,700 acres have been conveyed to the Land Trust of Tennessee, of these 1,700 acres, Mr. Parrish has appraised 1,175 acres as of December 31, 2001. Included in the 1,175 acres is the 510-acre tract located in the Leiper's Fork area of prestigious Williamson County. This 510-acre tract constitutes the largest gift of a conservation easement ever donated to the Land Trust of Tennessee. Mr. Parrish is a contributing member of the Land Trust Alliance of Washington, D.C. This practice is becoming more popular as a way to conserve the pristine beauty of the large tracts of land in Tennessee.
